Lake
County United Guidelines
- Name: The name
of the citizens organization shall be Lake County United.
- Purpose: Our
purpose as a broad based organization is to build relationships across
Lake County, identify community concerns and/or needs, and work together
as a united power for human dignity, social justice, and the greater
good. We are an organization of organizations throughout Lake County.
We are an inclusive and diverse body working together for a just society
through active citizenship. We are committed to encouraging conversation
across religious, ethnic, economic, generational and political lines;
developing a shared vision; and addressing the common needs of the
people of Lake County.
- Approval:
These temporary guidelines shall be approved at the Founding Assembly
of Lake County United on April 27, 2003 at Libertyville High School.
The guidelines will direct the work of Lake County United in its initial
years and will be reviewed and modified by the organization based
upon experience.
- Membership:
Lake County United is a nonpartisan organization of civil society
organizations; churches, synagogues, mosques, non-profit organizations,
labor unions, business associations, and education and health care
institutions. Member organizations share and support the mission of
the organization and agree to provide the leadership and dues necessary
to achieve its purposes. The organization intends to apply for a 501
(c) (4) federal tax exemption and will be incorporated as an Illinois
non-profit corporation.
- Governing Structure:
Lake County United’s governance will be shared by the following
bodies:
The Delegate Assembly
is the main decision-making body of Lake County United and is made
up of delegates selected by member institutions. Each member may designate
2 or 3 delegates to the Assembly based upon their institutional size
(see Dues and Delegates Schedule). The Delegate Assembly will meet
at least quarterly
The Steering Team’s
purpose is to facilitate the work of the Delegate Assembly and to
handle matters arising between its meetings. It will have 19 members,
elected annually, including the following officers: cochairs,
vice chairs, secretary and treasurer.
Twelve (12) members of the Steering Team shall be elected at the Founding
Assembly, with the remaining 7 to be elected by the Delegate Assembly
during the first year of operations. The
Dues and Finance Committee will oversee
the collection of dues and handle questions involving the dues structure.
The Personnel Committee
shall handle staffing matters.
Action Teams
shall be formed on an “as needed” basis by delegates and
other leaders to research issues and develop action campaigns.
- Financial Structure:
Goals of the Financial Structure
- To provide sufficient funding to allow the organization
to reach its objectives. This is estimated to be $250,000 per year.
- To rely as much as possible on dues from member
institutions to ensure independence and accountability.
- To provide for a reserve fund equal to 12 months
of operations.
- To equitably share the responsibility of funding
the organization among member institutions.
- To retain those institutions that participated
in the sponsoring phase and expand to include new member organizations.

Notes
- Leadership Giving:
Organizations with the means to exceed their membership dues are
encouraged to do so.
- Special Cases:
The Dues and Finance Committee will consider modifying the dues
schedule for special cases.
- Fiscal Year:
The fiscal year for Lake County United will be January 1 to December
31.
- Reserve Fund:
Payments received prior to December 31, 2003 will be applied to
the reserve fund.
- Payments:
Dues may be paid in full at the beginning of the fiscal year or
on a semiannual payment schedule.
- Modifications:
Additional membership/dues categories will be developed as the organization
grows. The Delegate Assembly will approve such modifications.

por lo menos trimestralmente.
El propósito de The
Steering Team o Equipo Guía es
facilitar el trabajo de la Asamblea de Delegados y manejar asuntos
que aparezcan entre las juntas. Tendrá 19 miembros, elegidos
anualmente, incluyendolos siguientes oficiales: co-presidentes,
vice-presidentes, secretario y tesorero.
